France is striving to join EU treaty

France takes over today the EU presidency in an atmosphere of crisis caused by the Irish “no” to the Treaty of Lisbon that contradicts the ambition of President Nicolas Sarkozy to leave an important mark in the process of European integration.
The crisis opened with the victory of the “no” cut to Paris the opportunity to lead the 27 in preparation for the entry into force of this commitment, especially in the choice by the end of the year, the people who would occupy the positions of high visibility as chairman Council and Foreign Minister Europeans.
But despite this setback, the sum which the notice of German Constitutional Court that is evaluating the constitutionality of the document forcing a postponement of the signing, Paris will focus on the success of the priorities chosen: immigration, climate change, defence and agriculture. Today, the first day of the new presidency, replacing the political direction of Slovenia 27, the French government meets in Paris with the European Commission led by Barroso.
The president Nicolas Sarkozy will launch the next day 13 its draft Union for the Mediterranean, at a summit in which they were invited the heads of State and Government of 27 and 17 countries bordering the Mediterranean from outside the EU. The original ambition of Paris has been reduced little by little, this is now to strengthen the Barcelona Process of cooperation existing between the bank north and south of the Mediterranean.
But in the next six months Paris will first have to make the management of the “rescue operation” of the Treaty of Lisbon. Moreover, just yesterday the French Minister of Foreign Affairs said to be “unfair” to the European Commission to assign responsibility for the failure of the referendum in Ireland.
The Irish leaders, in turn, should prove, at the European Summit of 15 and 16 October in Brussels, the way that want to ratify.
One of the main priorities of France is to achieve a “pact for immigration” with measures to make more efficient the repatriation of illegal immigrants and the signing of “integration contracts” for newcomers, committing themselves they learn the language and national and European values. This pact will propose the organisation of legal immigration in line with the needs of work of each country, improvements in the control of EU external borders, promotion of a common asylum system and the promotion of co-development.
On climate change, France intends to implement the plan legislative decisions taken in recent years. In the area of defence, Paris argues that Europe remains far from having military assets that correspond to its economic size. Paris also wants the EU has a strong agriculture, while the United Kingdom, the eternal enemy of the CAP, wants the opposite.
